Job Summary

As an industrial air regulatory engineer at the Minnesota Pollution Control Agency (MPCA), this position will coordinate the technical aspects of MPCA's air program rulemaking related to facility emissions. The incumbent will provide input and oversight to Agency staff and teams in assessing regulatory standards and rule development related to odor. The incumbent will assist in the writing of MPCA rules regarding odor to ensure requirements have components of compliance and are enforceable as specified in state statute. They will provide engineering expertise to coordinate a regulatory program. They will lead implementation of a compliance and enforcement program based on the rules once promulgated. The incumbent will director assist with development of odor management plans and mitigation efforts for incorporation into permits or compliance documents. The position will work closely with MPCA compliance and enforcement (C&E) and rule writing staff as well as permitting, policy, modeling, monitoring and the various outreach programs. The incumbent will serve as a resource of engineering practices and principles to also assist with the rulemaking and implementation efforts associated with air toxics reporting, air toxics regulations, cumulative impacts, and other emerging areas on interest. Additionally, the incumbent will support analysis of compliance demonstration methods, measurement techniques and performance tests as related facility emissions working closely with the Industrial Division's Stack Test and Monitoring Program (STAMP) and C&E staff. The position will review and assess submittals to provide guidance to MPCA staff and regulated parties. Submittals and compliance data will be entered and managed in the Agency's TEMPO data system. The incumbent will perform technical reviews related to emissions calculations and determinations of facility compliance. This employee performs with substantial latitude on conducting complex responsibilities and assignments. The incumbent will manage the various roles of the position based on their own discretion or with further direction from Agency leadership.

Qualifications

Minimum Qualifications

Bachelor's degree in Civil, Chemical, Mechanical, Environmental, Bioproducts and Biosystems or similar engineering field with an environmental emphasis from an accredited engineering

college;

AND

Three (3) years of environmental engineering experience with working knowledge of air permitting engineering principles, Minnesota and federal air permit program rules, regulations, policies, procedures, and guidelines. Experience must include experience in air emissions control engineering and/or air permitting;

AND

Ability to lead and coordinate technical groups for the development and implementation of technical guidance and process improvements.

Project management skills and experience and ability to bring projects to conclusion.

Effective human relations skills to work with clientele, staff and other partners.

Excellent communication skills including written communications.

Effective analytical and problem-solving skills for resolving technical matters.

Possess a valid Driver's license (see additional requirements).

Physical Requirements

Ability to conduct site visits at industrial facilities and occasionally lifting and/or carrying such articles as file folders, ledgers, and small office equipment.

This position requires successful completion of the following:

A driver's license is an essential function of this position. This requires possession of an unrestricted Class D Driver's License. The job offer is contingent on confirmation of a valid driver's license AND a satisfactory driver's license record check. Requires a Class D driver's license: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
