OR Recycling Manager (Commingle Collection & Processing)
Background
Circular Action Alliance (CAA), a 501(c)3, became the first U.S. Producer Responsibility Organization (PRO) for paper and packaging in 2022, and in less than a year was selected by California, Colorado, and Oregon to represent producers and meet the requirements of their laws. The organization is poised to deliver best-in-class compliance services, scale innovation, and build systems that help both companies and consumers waste less and recycle more in these states, and in other states that have passed or will pass EPR laws in the future.
Working with CAA presents an opportunity to be on the front edge of recycling system innovations that will have a meaningful and lasting impact. As a member of the CAA team, you will support the organization’s work with our 20 Founding Members who are leaders in the food, beverage, consumer goods, and retail industries; companies (“producers”) whose packaging will be managed under these new laws; and a diverse array of stakeholders whose collaboration will be critical to delivering on the requirements of U.S. EPR laws and creating a circular economy for paper and packaging. We are looking for passionate, mission-driven, big thinkers to help us realize the full potential of the nation’s first EPR laws.
Position Overview:
Reporting to the State Executive Director, the Manager, Commingle Collection and Processing manages relationships with Commingled Recycling Processing Facilities (CRPFs, aka MRFs) and haulers. The Manager will oversee reimbursements to CRPFs and transporters of commingled materials, as well as the contamination evaluation program. The Manager will also oversee efforts to on-ramp new materials onto the Uniform Statewide Collection List (USCL). The Manager will ensure workflow are managed to meet critical implementation and reporting deadlines.
Primary Responsibilities
- With oversight from the Executive Director and guidance from contracted subject matter experts (SMEs), will manage tasks and workflows to ensure deadlines are met for the program plan submission, and program implementation.
- Works in collaboration with the Executive Director, project managers, consultants and team to ensure CAA fulfills its obligations as the PRO for the RMA.
- Manage data collection and reporting.
- Understands and oversees standardized project documentation and logs (actions, issues, risks, key decisions).
- Where needed, coordinates on-ramping efforts with the other state and national teams.
- Assist with the management of specifically identified materials (SIMs).
- Hire, train and manage a team to deliver on key elements of the program.
- Identify, implement, and participate in studies and pilot projects to test alternative collection processing methods and innovative technologies.
- Actively identify opportunities for innovation, improvements in delivery standards, increased operational efficiencies, reduced residue, higher recovery rates, and higher commodity revenues.
- Review and validate the accuracy of service provider submissions, ensuring all claims are supported with the proper documentation and meet the reporting standards. Create purchase orders following claim validation allowing service providers to proceed with invoicing. Report irregularities and service provider performance issues to management.
- Outlines the tasks involved in the program and delegates accordingly.
- Implements policies and procedures that will improve day-to-day operations.
- Plans, directs, implements, evaluates, monitors and forecasts budgets and costs in each work area to achieve financial objectives.
- Conducts risk assessments; reports identified risks to management; provides recommendations for mitigation of risk.
- Communicates and collaborates with project team and staff to coordinate training and information required to design, build and maintain programs, and systems.
- Works with the appropriate resources to ensure compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices.
- Manages information necessary for quarterly and annual reporting.
- Performs other related duties as assigned.

Education and Experience:
- Bachelor’s degree in related field, which may include Business, Engineering, Sustainability or related field required.
- 10+ years progressive experience leading recycling collection systems including types, specifications, operating standards, performance metrics and performance outcomes.
- 10+ years demonstrated knowledge of post-collection residential recycling systems including primary and secondary processing, downstream processing, commodity markets, material and equipment specifications, operating standards and material audit specifications.
- Experience leading program innovation or start-ups preferred.
- Successful track record with team leadership
Physical Requirements:
- Includes travel to meet with stakeholders, including local governments, MRF’s, and haulers.
Compensation and Other Information:
- Location: Initially Fully Remote (from OR).
- Salary is $102,000 - $142,000 based on a variety of factors in accordance with applicable law, including the successful candidate’s relevant experience, skills, knowledge, and work location. In addition to base salary, this role is eligible for medical, dental, and vision benefits, life insurance, retirement, and paid time off.
